Defini\u00e7\u00f5es estreitas s\u00e3o mais precisas, mas menos \u00fateis em termos da poliniza\u00e7\u00e3o cruzada interdisciplinar necess\u00e1ria para as respostas aos complexos problemas globais da atualidade. Portanto, a defini\u00e7\u00e3o de &#8220;resili\u00eancia&#8221; continua sendo discut\u00edvel.<\/p>\n<p>Em geral, por\u00e9m, hoje em dia a <a href=\"http:\/\/www.oecd.org\/dac\/conflict-fragility-resilience\/risk-resilience\/\" target=\"_blank\" rel=\"noopener noreferrer\">resili\u00eancia<\/a> significa a capacidade dos sistemas socio-ecol\u00f3gicos de resistir e se recuperar de choques, enquanto se adapta e se transforma para enfrentar fatores de estresse a longo prazo, mudan\u00e7as de condi\u00e7\u00f5es e futuro incerto.<\/p>\n<h3>A Resili\u00eancia \u00c9 Relativa<\/h3>\n<p>O primeiro uso conhecido da &#8220;resili\u00eancia&#8221; \u00e9 atribu\u00eddo a Francis Bacon, que o usou no s\u00e9culo XVII para descrever a maneira como um eco bate e volta na parede. Em suas origens, a palavra significa literalmente &#8220;recuperar-se&#8221;, mas ainda hoje a resili\u00eancia permanece um termo relativo, e n\u00e3o absoluto; um sistema socio-ecol\u00f3gico deve ser resiliente a (recuperar-se de) algo.<\/p>\n<p>Em termos clim\u00e1ticos, as comunidades devem ser resistentes aos impactos das inunda\u00e7\u00f5es, secas e <a href=\"\/?p=43900\" target=\"_blank\" rel=\"noopener noreferrer\">furac\u00f5es, cada vez mais frequentes e significativos<\/a>. A longo prazo, os fatores de estresse incluem os efeitos negativos das mudan\u00e7as clim\u00e1ticas, como <a href=\"\/?p=38727\" target=\"_blank\" rel=\"noopener noreferrer\">escassez de \u00e1gua<\/a> e desertifica\u00e7\u00e3o. Muitas organiza\u00e7\u00f5es adaptam a palavra \u00e0s suas pr\u00f3prias miss\u00f5es, \u00e0 medida que se torna um <a href=\"https:\/\/www.c2es.org\/site\/assets\/uploads\/2019\/04\/what-is-climate-resilience.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">conceito interdisciplinar<\/a>.<\/p>\n<h3>Resili\u00eancia Hoje em Dia<\/h3>\n<p><a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0959378006000379?via%3Dihub\" target=\"_blank\" rel=\"noopener noreferrer\">Nas d\u00e9cadas de 1960 e 1970<\/a>, a resili\u00eancia foi introduzida como um termo na ci\u00eancia ecol\u00f3gica. Mas em meados da d\u00e9cada de 2000, a defini\u00e7\u00e3o tamb\u00e9m havia sido ampliada para incluir sistemas socio-ecol\u00f3gicos. No processo, seu uso se estendeu a muitas disciplinas, tornando-se muito mais aberto no processo. Esse contexto cada vez mais amplo foi dado quando os cientistas come\u00e7aram a perceber que era um grande erro fazer uma pol\u00edtica ambiental sob a suposi\u00e7\u00e3o de que os sistemas humano e natural s\u00e3o separados e independentes.<\/p>\n<p><a href=\"https:\/\/www.thesourcemagazine.org\/understanding-resilience-key-water-management\/\" target=\"_blank\" rel=\"noopener noreferrer\">Johan Rockstr\u00f6m<\/a>, ex-diretor e atual professor de Ci\u00eancias Ambientais no Centro de Resili\u00eancia de Estocolmo, explicou o seguinte:<\/p>\n<blockquote><p>Estamos come\u00e7ando a ver a amplia\u00e7\u00e3o do clima extremo, secas, escassez e inunda\u00e7\u00f5es. [&#8230;Estes] inFluencem o pre\u00e7o mundial dos alimentos, que por sua vez provocam tumultos em muitas das regi\u00f5es mais pobres. A democracia, o crescimento e a ecologia s\u00e3o totalmente interdependentes hoje.<\/p><\/blockquote>\n<p>Rockstr\u00f6m, cujo foco \u00e9 a \u00e1gua, nos lembra que, embora a engenharia humana e a gest\u00e3o da \u00e1gua procurem muitas vezes consolidar os sistemas de \u00e1gua, os <a href=\"https:\/\/www.fluencecorp.com\/pt\/tratamento-agua-descentralizado\/\" target=\"_blank\" rel=\"noopener noreferrer\">sistemas de \u00e1gua descentralizados<\/a> costumam ser mais adapt\u00e1veis aos choques ecol\u00f3gicos. Como nos organismos vivos, se uma parte de um sistema falha durante uma crise, outras partes de um <a href=\"https:\/\/www.fluencecorp.com\/pt\/o-que-e-o-tratamento-descentralizado\/\" target=\"_blank\" rel=\"noopener noreferrer\">sistema descentralizado<\/a> podem cobri-lo. Por outro lado, se as hierarquias verticais entrarem em colapso, a falha \u00e9 geralmente catastr\u00f3fica. Rockstr\u00f6m sugere que, assim como os telefones celulares e a energia solar est\u00e3o substituindo linhas telef\u00f4nicas e usinas el\u00e9tricas, pode ter chegado o momento de sistemas descentralizados competirem com o modelo de infraestrutura regional e centralizada.<\/p>\n<p>Em termos de resili\u00eancia \u00e0 \u00e1gua, uma breve lista de choques e fatores de estresse incluiria:<\/p>\n<ul>\n<li>Seca e inunda\u00e7\u00f5es<\/li>\n<li><a href=\"\/?p=42224\" target=\"_blank\" rel=\"noopener noreferrer\">Estresse h\u00eddrico<\/a> e escassez de \u00e1gua<\/li>\n<li><a href=\"https:\/\/www.fluencecorp.com\/pt\/niveis-de-agua-subterranea-ligados-ao-esgotamento-de-agua-superficial\/\" target=\"_blank\" rel=\"noopener noreferrer\">Esgotamento das \u00e1guas superficiais e subterr\u00e2neas<\/a><\/li>\n<li><a href=\"https:\/\/www.fluencecorp.com\/es\/infraestructura-agua-envejecida\/\" target=\"_blank\" rel=\"noopener noreferrer\">Vazamento na rede de tubula\u00e7\u00e3o<\/a><\/li>\n<\/ul>\n<h3>Estrat\u00e9gias Atuais para Resili\u00eancia \u00e0 \u00c1gua<\/h3>\n<p>Ent\u00e3o, quais s\u00e3o algumas das estrat\u00e9gias usadas hoje para promover a resili\u00eancia \u00e0 \u00e1gua?
